Local only does not provide much value over what I have, unfortunately. I would probably just use KDEconnect for that.
What are your goals with the self-hosted cloud?
I have about several dozen GB of files that I currently sync with Syncthing between my devices. The only downsides I can see is that it takes the same amount of space on all my devices and it’s hard to add a new device to the group. I’d like to store the files on the laptop instead and be able to browse, access them from my other devices (mainly Linux and Android), ideally through the internet.

Most apps choose to distribute through Play Store only though. If the devs aren’t officially distributing on a separate platform or provide signing keys for you to verify the signature of the APK you get from elsewhere, you’re just asking for malware by downloading it anywhere else.
Security? No. Privacy? Of course (assuming you don’t use vanilla FF). Is it much easier to escape the sandbox in Gecko than Chromium. Doesn’t matter what options they give you in the settings titled “Security”.
